SNAP Recipients Can Now Buy Hot Foods After Severe Storms

Hawaii has approved a temporary change that allows people who receive SNAP benefits (food stamps) to buy hot, ready-to-eat foods.

This change will help thousands of families affected by the severe storms that hit the state in March 2025.
 

Why This Change Was Made

Normally, SNAP benefits can only be used to buy groceries that you prepare at home—not hot or ready-made meals.

However, many Hawaii residents are still dealing with damage from the recent Kona Low storms. Some families may not have working kitchens or safe ways to store food.

This temporary rule change lets them buy hot meals instead.
 

About the Storms

A Kona Low is a type of storm system that forms near Hawaii, usually during winter months. In March, Hawaii experienced several weeks of back-to-back Kona Low storms that caused historic flooding and widespread damage.

According to The Weather Network, about two trillion gallons of water fell across the state. President Donald Trump declared it a major disaster, which allows federal money to help with recovery.

Where to Shop: SNAP recipients can use their EBT cards to buy hot foods at approved stores, including:
 

• Foodland
• Safeway
• Costco
• ABC Stores

What You Can Buy: Hot prepared foods, such as rotisserie chicken from Safeway or items from Foodland's hot food bar.

Important Note: Stores may need 24 to 48 hours after April 17 to update their systems to accept SNAP for hot food purchases.
 

What Officials Are Saying

Hawaii Governor Josh Green said this change "provides immediate, practical relief for families across Hawaii who are still recovering from the recent storms."

He emphasized that this will help residents who cannot cook at home to still feed their families during recovery.
 

What's Next

This temporary program will end on May 16. Officials have not yet announced any additional relief efforts for storm victims.
